You'll start with some 298 privates and 99 of the other soldiers due to the 199 swords and shields being allocated to the 199 unemployed guys. EditCheat: Go to the Settlers2 savegame directory and type edit mission.dat Remove everything and type 1111111111 and save it under the same name.
