The elimination of every ground unit (no, not ships) and the capturing of almost every civilian building (Mills, Mines and Town halls) wins you the game. 100 fully advanced 17th century musketeers and 100 fully advanced armored cavalry should be enough to take most towns. This is not including, of course, the forces needed to keep your borders safe. If the town has a bunch of Towers, you might need 10-20 mortar 1a4 s to take care of them from distance.
