Rolgan is accused of murder,and you need to get him aquitted by as many votes as pos fea sible. Go to Mercenary Barracks in Beorunna's Well. Heal the slightly injured soldier and he will tell you that Rolgan's drinks were spiked and the guy who was killed was cheating at cards. At trial, DO Not question Rolgan. Ask Vanda why she sent him to see the soldier. Mention spiked drinks and cheating. This will get a 5 to 1 aquittal. It is possible to bribe people, but that is chancy--I don't recommend it.
