Get on top and your grapple icon should be glowing. Use your grapple gun to get there and a movie starts. This is where you fight those bats. Go forward to the end of the room where you'll see a door. Your grapple icon should be glowing again use the gun and it should take you to a high place there you will find the Electric Gun!
