First when you get to the cable car where you shoot at the eye guys hand. When you get off the cable car you will see a cannon that shoots a flare. Use the lighter to shoot off the flare and it will reveal a key. Pick up the key. Later in the game inside umbrella incorperated you will come across a a bunch of lockers in the room before the room where you find the key card. Use the key on the locker with the light on it and use the key you found by the flare cannon. Inside the locker is magnum parts.
